Accounts Receivable Officer

  • Salary Range Band 6 $99,631 - $108,597 plus 12% Super
  • Full time, ongoing role
  • Located at St Kilda Town Hall with flexible working arrangements possible.

The City of Port Phillip is an inner-city council with around 1000 employees who deliver more than 100 programs and services to our residents, businesses and visitors. About the Role

Lead and oversee Council’s accounts receivable and debtor management function, ensuring the accurate, timely and compliant generation and collection of revenue across all income streams. The role exercises professional judgement in the management of debtor matters, including payment arrangements, hardship considerations and recovery actions, and works collaboratively with Council business units and external service providers to achieve effective outcomes.

The position also provides specialist systems and process support to the Finance function, including backup support to Accounts Payable as required, and requires strong customer service capability and the ability to manage competing priorities in a dynamic environment.

Duties

  • Oversee the accurate and timely generation of invoices, adjustments and revenue transactions across Council, ensuring compliance with accounting standards, legislation and Council policy. 
  • Lead and coordinate Council’s debtor management activities, including monitoring aged debt, determining recovery actions and escalation pathways, and supporting effective cash flow outcomes. 
  • Assess and review payment plan requests, hardship considerations and direct debit arrangements, exercising sound judgement within delegated authority and policy frameworks. 
  • Act as a key point of contact for debtor management matters, including liaising with internal business units and external debt collection or recovery service providers. 
  • Perform and review reconciliations of debtor and general ledger accounts and support accurate financial reporting and audit requirements. 
  • Contribute to the effective administration, support and continuous improvement of accounts receivable systems and processes and provide backup support to the Accounts Payable function as required.

Skills and Experience 

  • Demonstrated specialist experience in accounts receivable and debtor management, including debt recovery activities, payment arrangements and the application of sound professional judgement to achieve compliant and timely revenue outcomes. 
  • Well developed understanding of accounting systems, processes and controls, including reconciliations, reporting and the application of legislative and policy requirements relevant to accounts receivable. 
  • Proven ability to work with a high level of autonomy, managing competing priorities and complex matters in a dynamic, high volume environment while exercising judgement within governance and policy frameworks. 
  • Experience supporting or contributing to the administration, improvement or optimisation of accounts receivable systems and processes. Experience with TechnologyOne is highly regarded. 
  • Working knowledge of Accounts Payable processes and the ability to provide effective backup support as required. 
  • Strong analytical, communication and stakeholder engagement skills, with the ability to work collaboratively with internal business units and external service providers.
