ICT Security and Operations Manager(CISO)

The City of Port Phillip is an inner-city council with over 1000 employees who deliver more than 100 programs and services to our residents, businesses and visitors. About the Role

As the ICT Security and Operations Manager, you will lead cyber security, cloud, infrastructure, endpoint, service management and operational technology capabilities that underpin essential council services. You will act as the organisation’s senior cyber security authority, providing strategic leadership across security operations, technology resilience, enterprise architecture, ICT asset lifecycle management, governance and digital trust.

You will lead a multidisciplinary team and work closely with the Chief Information and Innovation Officer, Executive Leadership Team, Council, Audit and Risk Committee, crisis management stakeholders, contractors, regulatory bodies and government agencies. 

This role suits a confident technology leader who can balance strategic direction with operational discipline, strengthen cyber maturity, and build high-performing teams that deliver secure, customer-focused and reliable technology service

Duties

  • Lead cyber security strategy, operations and resilience uplift across the organisation.
  • Oversee secure and reliable ICT operations, including cloud, infrastructure, endpoints, ITSM and ITOM.
  • Drive enterprise architecture, technology governance and secure-by-design practices.
  • Manage ICT asset lifecycle, vendor relationships, contracts, budgets and technology investment.
  • Provide trusted advice to the CIIO, Executive Leadership Team, Council and key governance forums.

Skills and Experience 

  • Senior leadership experience across cyber security, ICT operations, enterprise architecture and service management.
  • Strong understanding of cyber security frameworks such as NIST CSF, Essential Eight and ISO 27001. 
  • Demonstrated ability to lead large, multidisciplinary teams and build a high-performance, accountable culture.
  • Proven capability in ICT asset lifecycle planning, vendor management, procurement, contracts and financial stewardship.
  • Strong communication, stakeholder engagement and influencing skills, with the ability to explain complex technology and cyber risks in practical business terms.
  • Relevant tertiary qualifications in information technology, information systems or a related discipline, with relevant cyber security, cloud, enterprise architecture or IT service management certifications regarded favourably
